Yes, people can park overnight & camp no problem. Or just park overnight. Watch the weather. If heavy rain, road will fill up with water & mud.

If not expensive rent an island taxi and have them take you to poipu beach It is a public beach and free. The sand and water are great and it’s such a nice beach to visit. We had rented a car for our stay so I am not sure of the cost if too expensive there must be a public beach in Lihue somewhere. When in Hawaii go swimming!! Good Luck

The snorkeling is a very good at the beach, and though there are a great many places for it. I Snorkel Bob's has maps of where the best places are for this time of year.
